‘Abdu’l-Bahá (Abbas Effendi) was not loyal to any single government and expressed servitude to each government based on the situation. Initially, he was under the favor of the Tsarist Russian government and established a Mashriqu’l-Adhkár there. After the fall of that government, he devoted himself to England.
